Environmental Policy and Optimal Taxation in a Decentralized Economic Federation∗

چکیده
This paper deals with environmental policy in an economic federation, where each national government faces a mixed tax problem. We assume that the federal government sets emission targets, which are implemented at the national level. We also assume that the economic federation is decentralized, meaning that the national governments are first movers vis-a-vis the federal government. Our results show that each country uses it policy instruments, at least in part, to influence the emission target. This has several implications; first, the commodity taxes do not satisfy the so called additivity property often ∗The authors would like to thank Laurent Simula for helpful comments and suggestions as well as thank the other participants in the HECER workshop on fiscal federalism in Helsinki held at November 18-19, 2005. A research grant from FORMAS is also gratefully acknowledged.

a r t i c l e i n f o This paper concerns redistribution and public good provision under asymmetric information, which are here ingredients of a policy-problem facing each member state (nation) of an economic federation with decentralized leadership. Each member state is assumed to have its own redistributive policy and pattern of public consumption, whereas the federal level redistributes (ex-...
متن کاملInvestigating the Welfare and Environmental Effects of Research and Development Subsidies and Energy Consumption Taxation to Reduce Air Pollution in Iran
Recently, sustainable development and policy on improving the quality of the environment have attracted economists. The use of fossil fuel tax and subsidies to research and development are among the tools that can reduce air pollution by creating economic incentives and relative price adjustments. In this regard, the present study uses a Computable General Equilibrium (CGE) model to examine env...
متن کاملEnvironmental taxation based integrated modeling towards sustainable environmental conservation approach
Background: Globalization and rapid industrialization was inevitable during late nineteenth century considering the demand–supply deficit and requirements of evolving societies. However, at later stage these factors were mapped to be major reasons for the environmental pollution. Further, at the cost of environment degradation, development and economic growth cannot be achieved. The objective o...
متن کاملCoping with inefficiencies in a New Economic Geography model: The unintended consequences of policy interventions
This article introduces a social planner version of a model central to the New Economic Geography for explicitly answering whether the symmetric equilibrium outcome of the decentralized market economy is socially desirable. We find that savings incentives are too weak, resulting in an inefficiently low capital stock and therefore an inadequate number of product varieties. The optimal subsidy an...
متن کاملFactors Affecting Photovoltaic Technology Application in Decentralized Electricity Production in Iran: a Conceptual Framework
Using a variety of solar power plants is one of the solutions governments use to respond to energy and sustainable development needs. While Iran has a strong potential for using solar energy, the application of solar energy, especially through PV technology, has been limited due to the country’s richness of fossil fuels and their low prices. Therefore, it is important to adopt effective strateg...
